When a study will not move
Start from the symptom you see. Each section is one check and one place to read the procedure. This page does not repeat those procedures.
Launch blocked
Review and launch counts ten ready steps. That screen is not one of the ten. A step marked Needs attention still counts. Blocks launch, Required later, and Not started do not. Study team sits beside the ten. When it blocks, the summary says Study team blocks launch. A warning on Study team does not.
Only the principal investigator sees Launch study. A coordinator can read the page and cannot launch. Anyone else who tries is refused with "You do not have permission to do that."
You are done with this check when the summary says all 10 steps are ready and Study team is not blocking, or when the screen still names the block.

Invitation not delivered
Queued is not Delivered. A queued invitation is waiting. Delivered is a later confirmation from the mail provider. Queued, not sent means nothing will leave.
Ready to send can refuse the first invitation after launch. It does not stop launch. With no published consent form, the server refuses the invitation and tells you to publish the form on Consent and comms. The signed-in article Invitations is the delivery ledger. This page does not link it.

Round will not open
While the round is being built, the line can say "Not approved yet." Open this round stays unavailable until the principal investigator has approved this content. Approve this round does not open the round. A coordinator may use Open this round only after that approval.

Percent looks like 70
The class compares the count times 100 with the threshold times the number of numeric ratings. 16 times 100 is 1600. 70 times 23 is 1610. 16 of 23 fails a 70 percent rule. The results table can still print 70 percent. Use the count, or the consensus CSV, which keeps two decimal places. The display may still show 70 percent. This page does not change the display.

Earlier numbers missing
After a reword, the live feedback block withholds the earlier group figures, the person's earlier rating, and the comments the team had shared. The panelist reads that the statement was reworded, so the earlier numbers are not shown. The live block has no histogram. Show a histogram on Round design, and the bars in the setup preview, are a different screen.
